EU to give Romania 278.5 mio. euros

Transition efforts
The European Union will give Romania 278.5 million euros (more than US$280 million) to help the former Communist country's transition efforts as it strives to become an EU member, officials said Wednesday.

Reforms
The money is part of European Union's financial support for candidate countries and will fund reforms in areas such as child-care, border enforcement and public administration.

Romania — like Bulgaria — is not among 10 countries slated to become members in 2004, but hopes to join the European Union by 2007. It has asked the EU for a clear roadmap detailing what it needs to do to become a member.

Gypsies
Part of the funds will also be used to improve conditions for the Gypsies, or Roma, Romania's most impoverished minority.

Gypsies, who are subject to widespread discrimination in Romania and elsewhere, will be encouraged to participate in the economic, social and political life of the country.

Romania also is expected to crack down on rampant corruption which damages its economy and limits foreign investment.
