Disrupted
Strong winds and blizzards forced closures of the main Bulgarian and Romanian Black Sea ports on Monday and disrupted power supplies and communications in the eastern part of the two countries.

Romania: 45 ships stranded
In Romania three Black Sea ports — Navodari, Constanta and Mangalia — and the Danube River channel of Sulina were closed as temperatures plunged to minus 10 degrees C (14 degrees F) and winds from the north surged up to 70 kph (44 mph). Forty-five ships were stranded by the closure. Waves were up to 10 meters (33 feet) high out at sea, said Constanta"s port captain, Alexandru Mezei.

Bulgaria: 15 ships stranded
Bulgaria"s ports of Varna and Burgas were closed for a second consecutive day on Monday because of gusty high winds, port spokesmen said. Fifteen ships were anchored outside the ports waiting for the rough seas to calm down, they said.

Rescue
Over the weekend, Bulgarian border officials rescued a seven-man Greek-Romanian crew of a Tonga ship that hit rocks on the Bulgarian coast near the border with Turkey after a storm cut its anchor chain. Inland on the weekend, at least eight people died in Bulgaria in traffic accidents caused by icy roads.

Power supplies, phone knocked out
In the Romanian Black Sea region, power supplies and telephone lines were knocked out in 38 localities due to the high winds. Some public transportation was canceled in the region due to ice and snow on the roads.

Not only Black Sea coast
At least four people died from exposure in the northern Romanian cities of Cluj and Iasi on Monday.

In Bucharest, Romania, temperatures plunged to minus 10 C (14 degrees F) overnight. Dozens of people were treated for ailments related to a combination of cold weather and alcohol consumption, doctors said.

In Bulgaria, the winds cut power lines to dozens of villages in the northeastern part, said civil defense officials. Eleven villages in the area were without electricity on Monday, down from 72 over the weekend.

The chill was forecast to end on the weekend.
